Hurricane Melissa Relief Initiative
Management and Distribution of In-Kind Donations
This report is the fourth in a series of audit reports intended to evaluate multiple aspects of the Hurricane Melissa Relief Initiative. On October 28, 2025, Hurricane Melissa, a Category 5 hurricane, struck Jamaica and caused widespread devastation, especially in the western parishes of the island. The Government launched a coordinated relief effort, led by the Office of Disaster Preparedness and Emergency Management (ODPEM).
The audit examined whether ODPEM and the Jamaica Constabulary Force (JCF) managed resources received under the Hurricane Melissa Relief Initiative transparently. It also assessed whether their internal controls were adequate to prevent and detect fraud, waste and abuse of public resources. This report covers:
- the management of in-kind goods and assets donated by local and international donors;
- the funds used to clear those donations through the ports; and
- the allocation of, and accountability for donated Starlink devices, which were held and distributed by the Jamaica Constabulary Force.
This report was submitted to Parliament on November 3, 2026.
