The JUTC is wholly owned by the Government of Jamaica and commenced operations in 1998. JUTC currently holds the exclusive license to provide public passenger transportation service in the Kingston Metropolitan Transport Region (KMTR), which comprises of Kingston and St Andrew, Portmore and Spanish Town in St. Catherine. Its mission is to provide a safe, reliable, modern, professional, efficient and cost effective transportation service in the KMTR. According to its 2018-21 Strategic Business Plan, JUTC’s operational target is 25,000 seats per day to meet the demands of the commuting public within the KMTR.

The Auditor General’s Department is currently conducting a Performance Audit of JUTC to determine how effectively JUTC is managing the maintenance and operation of its fleet, its governance and human resource management practices, in particular the training and development of staff, as well as its accounting practices in order to achieve value for money. This is in a context where the entity over the years receives a grant from the Government to supplement revenue from fares while making huge losses as expenditure continues to significantly outpace revenue.
