Capacity of Educational and Technical Skills Training Programme

The Human Employment and Resource Training Trust/National Training Agency (HEART TRUST/NTA) is the largest provider of Technical Vocational Education and Training in Jamaica and the Caribbean.  HEART TRUST/NTA focuses on practical, competency-based training, which empowers trainees to transition seamlessly into real workplace scenarios.

The Auditor General’s Department (AuGD) is currently conducting a Performance Audit of HEART Trust/NTA.  We scoped the audit to:

assess whether HEART Trust/NTA employed good practices in utilizing resources to administer educational and skills training programme to achieve value for money;
determine if HEART Trust/NTA is managing educational and skills training programme to meet the demands of the labour market; and,
measure the extent to which HEART Trust/NTA achieved the assigned strategic priorities under Vision 2030 Jamaica National Development Plan.

We applied a risk-based approach in selecting educational and skills training programme administered directly by Heart Trust/NTA and those provided through Community Training Institutions (CTI) as well as other external partnership arrangements.

In scoping this study, we have considered carefully how the audit will contribute to the Auditor General’s wider strategic aims by:

Promoting improvements in the use of public funds through better Governance and Resource Management; and,
Providing an indication of current activities being carried out by HEART Trust/NTA to advance efforts towards achieving the National Outcomes under Vision 2030 National Development Plan and the Sustainable Development Goal (SDG) – Goal #4: Quality Education.
